The war on terror takes a dramatic turn in London as a mysterious religious order joins the fight against terrorism. It threatens to plunge Britain into a religious civil war as Magnus Harrison of the Security Services hunts its leader, a renegade Cardinal. When the order kills one of his undercover agents in a terrorist bomb attack, Magnus's superior holds him responsible for the man's death and he is suspended from duty.

Accused of incompetence for failing to prevent the attack he embarks on a personal campaign to restore his credibility and destroy the order by capturing its leader. Unable to convince his immediate superior of the credibility of his intelligence he recruits the assistance of the enigmatic and beautiful Aisha Mir.

Is she a reliable ally or is she working against him? She joins him in his quest which reaches its climax in Roma and on the Island of Capri.
